Unlocked MIFI unit.
I recently bought one of these from a seller on Ebay and I'm using my existing 3 network paygo simcard in it which I top up at £15 for 3Gb or 1 month at a time.
I'm sticking with 3 as they have no roaming charges when abroad in their 'Feel at Home' countries such as France. Spain is being included as of 1st April this year.
Any data used just comes of the allowance in just the same as it would when used in the UK.
It seems to work very well and gives a better signal than I used to get in a dongle using the same card
